Here are several startling statistics regarding bicycle accident fatalities:

• 84% of those killed in bicycle accidents are age 20 or over
• 74% of those killed were males
• 2% of all traffic fatalities are bicyclists
• Two-thirds of of all fatalities were not wearing a bicycle helmet
• 28% of bicyclists killed had a blood alcohol content (BAC) of 0.08% or more

There is no federal law that requires bicyclists to wear bicycle helmets, and most state laws are limited to children under 18 years of age.

In Rhode Island, bicycle helmets are required on bicycle operators and bicycle passengers ages fifteen (15) and younger. The helmet shall fit the person’s head and shall be secured to the person’s head by straps while the person is operating the bicycle. The helmet shall meet the standards for helmets established by the United States Consumer Product Safety Commission (CPSC) or subsequent standards.

Another reason that bicycle accident fatalities are on the rise is because many cities do not have an adequate number of bicycle lanes to keep bicyclists safe.

Approximately 37% of all fatal bicycle accident occurred at intersections, and 59% of bicycle deaths occurred on major roads that were not interstate highways or freeways.

  • Physical Abuse – Signs of physical abuse may include bruising, broken bones, fractures, stating that the person has fallen frequently.   • Sexual Abuse – While it is horrifying to think that anyone would sexually abuse another person, especially an elderly person, it does happen frequently. People may have been taken advantage of sexually, they may have been groped, they may have been exposed to pornography. To monitor for this type of abuse, signs would be bruising or bleeding around the genitals or breasts, bloody underwear, emotional discomfort.
  • Emotional Abuse – Frequently, abusers humiliate, torment and terrorize nursing home residents, who are often helpless and afraid. Signs of emotional distress include fearful behavior, withdrawal, confusion, rocking and crying.
  • Financial Abuse – In order to prevent this type of abuse, it is important to monitor financial statements and financial documents for unusual activity. Financial abuse includes having money or jewelry stolen, abusers may also use the victim’s credit cards, write checks, steal their identity or convince the victim to make changes to their wills, trust, estate planning, or transfer assets.
  • Neglect – This type of abuse may take a while to be noticed and may result in painful, serious injuries. Signs would include not receiving proper hygienic care, food, medicine, or liquids. Victims may end up with infections, bedsores, and other injuries.

In addition, all new operators, regardless of age, shall be required, for a period of one year from the date of issuance of the first license pursuant to wear a helmet of a type approved by said administrator.

Rhode Island requires any passenger on a motorcycle must wear a properly fitting helmet of a type approved by the administrator of the division of motor vehicles. No person shall operate a motorcycle unless any passenger on it wears a helmet.
